Otis moved to Southern Nevada in 1963.  He was a member of the SNBA  for 19 years and a member of the ABC for 37 years.   He served as Director of the SNBA beginning in 1970 and held the positions of Vice President,  Executive Vice President, and served as President until 1984.  He served the Nevada State Bowling Association as a Director, Secretary and President.   Otis was primarily responsible for the 1986 ABC National Tournament being held here, in Las Vegas, by making at least two trips to Niagara Falls to promote the Tournament.   He was secretary of the 900 Classic League and held the office of President in many leagues.   Beside helping to start and promote new leagues, he was still a fighter working to maintain and get better bowling in Southern Nevada.  His average was in the high 180's with over 15  700's and a 289 to his credit.   He was an SNBA Doubles Champion and a member of the 1970 Team Champions.
